2.1. Языковая среда школы

Школа-гимназия №153 имени А. Розыбакиева, реализующая программу Международного бакалавриата (IB), рассматривает язык как основу обучения и межкультурного общения. Обучение ведётся на уйгурском языке, который является родным для большинства учащихся. Мы признаём важность многоязычного образования для сохранения культурной идентичности и подготовки учащихся к жизни в глобальном обществе.

В школе создаётся образовательная среда, способствующая освоению нескольких языков — родного, государственного (казахского), русского и английского. Такой подход поддерживает когнитивное развитие учащихся, укрепляет межкультурные связи и формирует уважение к различным культурам.

2.2. Язык преподавания и изучаемые языки
 В нашей гимназии, где языком обучения является уйгурский язык, все учителя рассматриваются как преподаватели языка, независимо от предмета. Родным языком большинства учащихся также является уйгурский, что способствует более глубокому восприятию учебного материала и культурной самобытности.

      С самого начала обучения, начиная с первого класса, учащиеся изучают казахский язык как государственный, который вводится в учебный процесс как второй язык.    Также со второго класса начинается изучение русского языка, а с третьего класса — английского языка. Введение казахского, русского и английского языков осуществляется на основе Государственного общеобязательного стандарта среднего образования (ГОСО), утверждённого приказом МП РК №348 от 21.07.2022 года, а также Типовых учебных программ, утверждённых приказом МП РК №399 от 16.09.2022 года.

Уже со второго года программы  МҮР подход к языковому обучению изменяется: вместо изолированного изучения языка акцент делается на его интеграцию в различные предметные области. Применяется подход CLIL (Content and Language Integrated Learning), при котором язык осваивается через изучение содержания предмета (Таблица 1). 

В 5–9 классах гимназии осуществляется поэтапная модель многоязычного образования, направленная на развитие функциональной грамотности на нескольких языках

3.   Языковая поддержка

В условиях многоязычного образовательного пространства школа обеспечивает комплексную языковую поддержку, направленную на развитие всех видов речевой деятельности и успешную социализацию учащихся. Поддержка реализуется по следующим направлениям:

1. Индивидуализированный подход

• Диагностика уровня владения языками проводится при переходе учащихся с 4-го на 5-й класс, а также периодически в течение учебного года для оценки прогресса.
• На основе результатов диагностики осуществляется гибкое распределение учащихся по подгруппам с учётом уровня владения языком (начальный, средний, продвинутый).
• Программа обучения и методы преподавания адаптируются к языковым потребностям каждого учащегося, обеспечивая комфортную языковую среду и эффективное развитие.

2. Поддержка учащихся с недостаточной языковой подготовкой

• Проведение дополнительных занятий по языку обучения (уйгурскому), казахскому, русскому и английскому языкам.
• Применение визуальных и интерактивных ресурсов, методик совместного обучения.

3. Вариативные курсы

• В учебный план включены элективные и вариативные курсы, направленные на развитие языковых и коммуникативных компетенций
• Курсы разрабатываются с учётом возрастных и языковых особенностей учащихся.

4. Интеграция языка в предметное обучение (CLIL-подход)

• В преподавании предметов как,Химия,Биология, История Казахстана,Математики, Физической культуры, Дизайн   активно используется язык обучения и дополнительный язык.
• Учителя планируют задания с опорой на языковые цели, развивая как предметные, так и языковые навыки учащихся.

5. Развитие академической речи

• Формирование умений участвовать в учебных дискуссиях, делать презентации, писать эссе.
• Использование структурированных форматов устной и письменной речи.

6. Вовлечение родителей

• Проведение консультаций, выдача рекомендаций для домашних языковых практик.
• Организация совместных мероприятий, стимулирующих языковое развитие (например, литературные вечера, конкурсы чтецов, букросинги,буктрейлеры,дебаты).

7. Поддержка со стороны педагогов

• Повышение квалификации учителей по вопросам языковой поддержки, многоязычия и применения CLIL.
• Совместное планирование заданий и проектов с учётом языковых аспектов. 

Языковые уровни, указанные в программе учебного предмета для 5-9 классов разработаны в соответствии с общеевропейской системой компетенций владения иностранным языком (Common European Framework of Reference, CEFR).

4. Развитие языковой квалификации у педагогов

Для успешной реализации языковой политики школа предоставляет учителям возможности для повышения квалификации в области языкового обучения. Педагоги регулярно проходят курсы по обучению языкам, а также по методике преподавания на различных языках, что позволяет эффективно поддерживать многокультурную и многоязычную образовательную среду.

5. Утверждение и пересмотр языковой политики

Языковая политика школы-гимназии №153 имени А. Розыбакиева утверждается приказом директора школы после обсуждения с педагогическим коллективом,   и попечительским советом.
 Политика подлежит пересмотру не реже одного раза в три года, либо в случае изменений в:

• нормативно-правовой базе Республики Казахстан;
• требованиях Международного бакалавриата (IB);
• структуре учебного плана или языковом составе учащихся.

Ответственными за пересмотр документа являются координатор программы IB, заместитель директора по учебной части и методическое объединение учителей языков.

Языковая Политика - рабочий документ, который связан с другими политиками: Академической честности, Специальных образовательных потребностей и Оценочной политикой. Пересмотр политик имеет место ежегодно в августе, когда новые инструкции и правила предоставляются Министерством образования Республики Казахстан и IB. Этот процесс включает рефлексию относительно эффективности Политики и пересмотр обязанностей в штате. Политика представлена школьному сообществу и доступна для изучения в информационном центре (библиотеке) школы.

6. Ресурсы

Для реализации языковой политики в школе разработаны специальные ресурсы: библиотеки, мультимедийные и онлайн-материалы, а также доступ к учебным программам и методическим рекомендациям по языковому обучению.

1. Заключение

Введение

      Инклюзивное образование в Республике Казахстан направлено на реализацию принципов равных возможностей для всех обучающихся, независимо от их индивидуальных особенностей, в том числе для детей с особыми образовательными потребностями (ООП). Реализация инклюзивного образования в образовательных учреждениях обеспечивается на основе законодательства и нормативно-правовых актов, регулирующих сферу инклюзии.

В Республике Казахстан инклюзивное образование регулируется рядом законодательных и нормативных актов, направленных на обеспечение равных возможностей для обучения детей с особыми образовательными потребностями. (Об утверждении Концепции инклюзивной политики в Республике Казахстан на 2025 – 2030 годы - ИПС "Әділет")

Основные законодательные акты:

• Закон Республики Казахстан «Об образовании» (№ 319-III от 27 июля 2007 года)
   Этот закон является основой образовательной системы страны и включает положения, касающиеся инклюзивного образования.
• Закон Республики Казахстан «О внесении изменений и дополнений в некоторые законодательные акты Республики Казахстан по вопросам инклюзивного образования» (№ 56-VII ЗРК от 26 июня 2021 года)
   Этот закон обновляет нормативную базу, устанавливая обязательства для образовательных учреждений по созданию условий для детей с особыми образовательными потребностями, включая психолого-педагогическое сопровождение и адаптацию учебных программ.

                 Наша школа, работая и совершенствуясь в рамках программ Международного бакалавриата, ставит своей целью мотивировать учащихся, побуждая их быть активными, отзывчивыми и продолжать учиться на протяжении всей жизни. Все учащиеся имеют право на образование, которое позволит им полностью раскрыть свой потенциал. Поскольку все учащиеся имеют индивидуальные потребности, в основе школьной программы/философии преподавания и обучения лежит индивидуализированное обучение с качественным преподаванием.

1. Цели и задачи:

1.1 Цели: – Развивать способности, личностные качества и таланты ВСЕХ детей; 

          – Обеспечить получение всеми учащимися образования, соответствующего их способностям; 

          – Обеспечить получение всеми учащимися своевременной и персонализированной поддержки;

          – Обеспечить преподавание на таком уровне, чтобы обучение было одновременно достаточно трудным для учащегося и приносило удовольствие, а также развивало навыки мышления и постановки вопросов. 

1.2. Обучить сотрудников школы выявлять учащихся с особыми образовательными потребностями, включая одаренных и талантливых детей, и работать с ними, а также помогать справляться с социальными и эмоциональными проблемами, которые могут возникать у таких детей. 

    2. Определение «особых образовательных потребностей» 

2.1 Учащийся считается имеющим особые образовательные потребности (ООП) в случае, если он испытывает затруднения в приобретении знаний и навыков, которые не дают ему осваивать программу на уровне и со скоростью других учащихся того же возраста, и которые требуют предоставления ему особой образовательной поддержки. 

2.2 Учащийся считается испытывающим затруднения в приобретении знаний и навыков, если он: 

– имеет некоторые нарушения обучаемости,

– испытывает отдельные трудности и имеет нарушения речи,

– испытывает затруднения эмоционального и поведенческого характера,

– имеет физические или медицинские проблемы,

– имеет проблемы, связанные с умственным развитием.

 2.3 Категории ООП: 

– Отдельные нарушения обучаемости,

– Умеренные нарушения обучаемости,

– Выраженные нарушения обучаемости,

– Глубокие и множественные нарушения обучаемости,

– Особые потребности, связанные с языком, речью, общением,

– Потребности, связанные с социальным, эмоциональным и психическим здоровьем,

– Расстройства аутистического спектра (РАС),

– Ограниченные физические возможности.

2.4. Другая категория ООП – одаренные и талантливые дети (ОТ).

2.4.1 Дети считаются одаренными и талантливыми в случае, если их способности существенно превосходят способности, являющиеся нормой для их возраста. Одаренность может проявляться более чем в одной сфере: интеллектуальной, творческой, художественной, в лидерстве или в конкретном академическом направлении, например, в языках, математике или естественных науках.

 2.4.2 Категории одаренности: 

– Общие интеллектуальные способности, 

– Способности в отдельных интеллектуальных или академических направлениях, 

– Способности к творчеству или продуктивному мышлению, 

– Психосоциальные способности, 

– Психомоторные способности, 

– Способности к изобразительным или исполнительским искусствам.

   3 Способы выявления особых потребностей 

 3.1 Не существует единого способа, позволяющего выявлять учащихся с ООП и ТО.  Школа полагает, что для достижения успеха в этой сфере все участники образовательного процесса должны работать в тесном сотрудничестве.

 3.2 Учащиеся непрерывно оцениваются в течение года и их прогресс отслеживается и анализируется каждый семестр совместно со службой СППС, классными руководителями и родителями. Данные оценки используются не только для оказания помощи отстающим учащимся, но также для выявления одаренных и талантливых детей. Обычно учащиеся, считающиеся академически одаренными, могут осваивать программу на 1-2 подуровня выше, чем ожидаемо для их возраста.

3.3 Кроме того, применяются следующие методы выявления учащихся с ООП и ТО: 

– Педагогическое наблюдение за работой учеников и ее оценка,

– Работа СППС

– Консультация с родителями,

– Сообщение сведений, характеризующих учащегося, самим учащимся, его одноклассниками или родителями.

3.4 В случае, если ребенок признан одаренным или талантливым, координатор по работе с одаренными детьми сообщает об этом родителям и объясняет им, почему их ребенок был признан одаренным и какие особые меры поддержки могут быть ему предложены. 

3.5 В случае, если в какой-то момент возникает причина для обеспокоенности в отношении любого аспекта развития учащегося, учитель или родитель должны проинформировать о ней психолога. На основе наблюдения за поведением учащегося на занятиях/во внеучебной деятельности, результатов психологических текстов, достижений и мнения родителя, ребенок направляется в ПМПК.

3.6 После прохождения ПМПК ссылаясь на заключение комиссии утверждается программа обучения и специалисты СППС.

3.7 Такое оценивание является диагностическим по своей природе и служит целям определения потребностей учащегося для оказания ему дальнейшей поддержки. 

4 Служба консультирования 

Немаловажную роль в обучении, играют специалисты, работающие с детьми ООП. Эти специалисты обладают знаниями и навыками для работы с детьми с различными видами инвалидности и особыми образовательными потребностями. Их задача — обеспечить ребенку необходимую поддержку для адаптации к образовательному процессу и максимально раскрыть его потенциал. 

4.1. Специальный педагог (специалист по коррекционному обучению)

       Гаит Адалят специальный педагог — это педагог, который работает с детьми с нарушениями в развитии, в том числе с задержкой психического развития, нарушениями слуха, зрения, речи, двигательными нарушениями и другими особенностями. Задачи специального педагога:

• Разработка индивидуальных образовательных программ с учетом особенностей ребенка.
• Коррекция речевых нарушений, развитие навыков общения, улучшение познавательной активности. 
• Проведение занятий, направленных на развитие различных психических процессов, таких как внимание, память, мышление.
• Сотрудничество с учителями для интеграции детей в общую учебную среду.

        4.2. Психолог

       Мусаева Сабирам, психолог - работает с детьми, испытывающими психологические и эмоциональные трудности в процессе обучения, а также с детьми, имеющими нарушения в поведении или развитии. Важнейшими задачами психолога являются:

• Оценка психологического состояния ребенка с ограниченными возможностями, выявление индивидуальных потребностей.
• Консультирование родителей и педагогов по вопросам поддержки и общения с детьми с особыми потребностями.
• Разработка рекомендаций по улучшению эмоционального состояния ребёнка, снятию стресса и тревожности, укреплению уверенности в себе. 
• Проведение занятий по развитию социальных навыков, эмоциональной регуляции, адаптации в социальной среде.

Работа с проблемами в обучении, например, мотивацией, концентрацией внимания.

       4.3. Логопед

      Азнабакиева Гузяль, логопед - занимается развитием и коррекцией речи у детей с нарушениями в ее развитии. Это может быть связано с задержкой речи, дислексией, дисграфией, а также с другими нарушениями артикуляции, фонации и речевого восприятия. Основные задачи логопеда:

• Разработка индивидуальных планов работы с детьми по коррекции речи.
• Помощь детям с нарушениями произношения, развитие лексики и грамматики, обучение правильному чтению и письму.
• Использование специальных техник и методов для работы с детьми, страдающими речевыми нарушениями, в том числе заиканием или недоразвитием речи.
• Проведение тренингов и упражнений для улучшения восприятия и понимания устной и письменной речи.

4.4. Социальный педагог

       Садирова Гульфиза, социальный педагог работает с детьми, оказавшимися в трудной жизненной ситуации, или с детьми с особыми потребностями, обеспечивая их социальную адаптацию. Основные задачи социального педагога:

• Обеспечение социальной интеграции детей с ООП в школьную и общественную жизнь.
• Помощь в преодолении социальных и психологических барьеров, которые могут возникать у детей с инвалидностью.
• Организация и участие в социальной адаптации детей с ограниченными возможностями по здоровью или в силу других обстоятельств.

4.5. Асматуллаева Оглам, педагог-ассистент 

Педагог-ассистент — это наставник, который помогает ребёнку адаптироваться в образовательной среде, организует его работу, помогает разобраться в учебном материале, решать учебные проблемы. Задачипедагога-ассистента :

• Сопровождение ученика с ООП в учебном процессе.
• Обучение самостоятельному выполнению заданий, развитию навыков самоорганизации.
• Помощь в индивидуальной проработке учебных тем и преодолении трудностей, возникающих при обучении.

     4.6. Педагоги - Учителя, работающие с детьми с ограниченными возможностями здоровья, играют ключевую роль в создании доступной, поддерживающей и инклюзивной образовательной среды. Их задачи включают адаптацию учебного процесса, использование индивидуальных подходов, взаимодействие с другими специалистами и семьёй, а также создание атмосферы уважения и социализации.

    5. Программы для детей с ООП направлены на обеспечение равных возможностей для обучения, социализации и развития таких детей. Они разрабатываются с учетом индивидуальных потребностей, особенностей развития и типа нарушений (ссылаемся мы на заключения ПМПК). 

5.1. Участие учащихся с особыми образовательными потребностями в текущем и суммативном оценивании

Школа обязуется обеспечивать равный доступ к формативному и суммативному оцениванию всем учащимся, включая обучающихся с особыми образовательными потребностями (ОП), в соответствии с требованиями и рекомендациями Международного Бакалавриата. Все корректировки условий оценивания направлены на устранение барьеров в обучении и не должны изменять академический уровень предъявляемых требований.

5.1.1. Принципы

• Оценивание осуществляется в соответствии с установленными критериями IB и учебных программ без снижения стандартов.
• Индивидуальные корректировки предоставляются для обеспечения равных возможностей демонстрации знаний и умений.
• Поддержка не должна создавать преимущества по сравнению с другими учащимися и не может нарушать академическую честность.

5.1.2. Формы допустимых корректировок

• увеличение времени на выполнение заданий;
• использование ассистивных технологий (компьютер, программы для чтения текста и др.);
• предоставление адаптированных материалов (увеличенный шрифт, альтернативные форматы инструкций);
• возможность устной или письменной формы ответа (при условии, что форма не является ключевой частью критерия оценивания);
• проведение оценивания в специальных условиях (спокойное помещение, дополнительные перерывы и т. п.).

5.1.3. Гарантии академической честности

• Все корректировки проходят утверждение в рамках политики IB и фиксируются в индивидуальном образовательном плане ученика.
• Поддержка не изменяет содержание заданий и не снижает требований к результатам обучения.
• Учителя и экзаменаторы проходят регулярное обучение по вопросам корректного применения адаптаций и принципов академической честности.

5.1.4. Ответственность школы

Школа обязуется:

• документировать все предоставленные корректировки в соответствии с требованиями IB;
• информировать родителей и учащихся о принципах и процедурах предоставления адаптаций;
• проводить систематический мониторинг эффективности предоставленных мер и их соответствия принципам академической честности.

Основные типы программ для детей с ООП:

     5.2. Индивидуальные образовательные программы.

       Индивидуальная образовательная программа — это ключевая форма работы с детьми с ООП в рамках инклюзивного образования. ИОП разрабатывается для каждого ребенка в зависимости от его особенностей, уровня развития и потребностей. Эти программы (по предметам) мы можем найти на сайте https://special-edu.kz/. На сайте расписаны программы по предметам в соответствии с диагнозом каждого ребенка.

      5.3. Адаптированные образовательные программы

       Эти программы включают в себя адаптацию образовательного материала и методов обучения для детей с различными ограничениями. Подходящую для каждого ребенка отдельно. Это основные программы для детей с ООП. Также есть коррекционные программы:

Программы для детей с нарушениями речи (логопедические программы).

Программы для детей с нарушениями слуха. Эти программы ориентированы на использование языка жестов.

Программы для детей с нарушениями опорно-двигательного аппарата. Включают коррекцию двигательных функций с помощью лечебной физкультуры (ЛФК), использование адаптивных технических средств.

Психологические программы. С помощью психологической помощи дети с ООП учатся социальной адаптации, повышению уверенности в себе и преодолению эмоциональных трудностей.

Программы арт-терапии. Это использование творческих и художественных методов для развития моторики, улучшения психоэмоционального состояния и коммуникации у детей.

Инклюзивное образование предполагает интеграцию детей с особыми образовательными потребностями в общеобразовательные учреждения. Программы инклюзии так же включают:

Общие и специальные занятия. Программы, которые могут сочетать учебные занятия с обычными детьми и специализированные занятия по коррекции нарушений, что способствует социализации и обучению в привычной среде.

Командный подход. Включает работу педагогов, дефектологов, психологов, логопедов, социальных педагогов и ассистентов для организации оптимальной образовательной среды.

Поддержка детей на уроках. В классе работает ассистент, который помогают детям с ООП в учебном процессе (например, помогает ребенку с нарушениями моторики выполнять письменные задания).

Программы для детей с аутизмом. Они направлены на развитие навыков общения, формирование социальных навыков (например, способность поддерживать беседу, отвечать на вопросы), использование визуальных подсказок и других технологий для помощи в социализации.

Игровые обучающие программы. Множество специализированных приложений, которые помогают детям развивать моторику, внимание, память, логику и социальные навыки с помощью игровых заданий.

Стандарт 4: Образовательная среда – Создание безопасной образовательной среды, которая культивирует личные, социальные, культурные и коммуникативные компетенции учащихся, развивает их лидерские способности. 

Стандарт 5: Выполнение программы в школе действуют положения и правила, руководящие всеми аспектами претворения в жизнь комплексной и скоординированной программы, позволяющей развивать разнообразные таланты учащихся школы:

7. Мониторинг и оценка эффективности инклюзивного образования

Для обеспечения устойчивости и результативности реализации инклюзивного образования в ГКП на ПХВ ШГ №153 имени А. Розыбакиева внедрена система регулярного мониторинга, направленного на анализ условий, процессов и результатов обучения учащихся с особыми образовательными потребностями.

7.1 Цели мониторинга:

• Обеспечение соответствия образовательной практики принципам инклюзивности;
• Ранняя диагностика трудностей в адаптации учащихся с ООП;
• Корректировка индивидуальных образовательных программ и поддержки;

2. Language Policy of the School-Gymnasium in the Context of IB Programmes

2.1 School Language Environment

School-Gymnasium No. 153 named after A. Rozybakiev, implementing the International Baccalaureate (IB) programme, considers language as the foundation of learning and intercultural communication. Instruction is conducted in Uyghur, which is the mother tongue of the majority of students. We recognize the importance of multilingual education both for preserving cultural identity and for preparing students for life in a global society.

The school fosters a learning environment that supports the acquisition of multiple languages: the mother tongue (Uyghur), the state language (Kazakh), Russian, and English. This approach enhances students’ cognitive development, strengthens intercultural connections, and cultivates respect for diverse cultures.

2.2 Language of Instruction and Languages of Study

At our gymnasium, where the language of instruction is Uyghur, all teachers are regarded as language teachers, regardless of their subject area. The fact that Uyghur is also the mother tongue of most students contributes to deeper comprehension of learning materials and to the preservation of cultural identity.

From the very beginning of schooling, starting in Grade 1, students learn Kazakh as the state language, which is introduced as a second language. From Grade 2, students begin the study of Russian, and from Grade 3 — English. The introduction of Kazakh, Russian, and English is aligned with the State Compulsory Standard of Secondary Education (approved by Order of the Ministry of Education of the Republic of Kazakhstan No. 348 of 21.07.2022) and the Model Curricula (approved by Order No. 399 of 16.09.2022).

Beginning from the second year of the MYP, the approach to language learning shifts: instead of studying languages in isolation, greater emphasis is placed on integration across subject areas. The CLIL approach (Content and Language Integrated Learning) is applied, whereby language acquisition occurs through subject content (see Table 1).

In Grades 5–9, the gymnasium implements a step-by-step model of multilingual education aimed at developing functional literacy in several languages.

3. Language Support

Within a multilingual educational environment, the school provides comprehensive language support aimed at developing all forms of language skills and ensuring successful socialization of students. Support is implemented in the following areas:

1. Individualized Approach
   • Language proficiency diagnostics are conducted during the transition from Grade 4 to Grade 5, as well as periodically throughout the academic year to assess progress.
   • Based on diagnostic results, students are flexibly grouped according to their language proficiency level (beginner, intermediate, advanced).
   • The curriculum and teaching methods are adapted to the language needs of each student, ensuring a supportive language environment and effective development.
2. Support for Students with Insufficient Language Preparation
   • Additional lessons are provided in the language of instruction (Uyghur), Kazakh, Russian, and English.
   • Use of visual and interactive resources, as well as collaborative learning methods.
3. Elective Courses
   • The curriculum includes elective and optional courses aimed at developing language and communication competences.
   • Courses are designed with consideration of students’ age and linguistic characteristics.
4. Integration of Language into Subject Learning (CLIL Approach)
   • In the teaching of subjects such as Chemistry, Biology, History of Kazakhstan, Mathematics, Physical Education, and Design, both the language of instruction and an additional language are actively used.
   • Teachers plan assignments with explicit language objectives, fostering the development of both subject-specific knowledge and language skills.

4. Professional Development of Teachers’ Language Proficiency

To ensure the successful implementation of the Language Policy, the school provides teachers with opportunities for professional development in the field of language education. Teachers regularly participate in training courses focused on language acquisition as well as on methodologies for teaching in multiple languages. This enables them to effectively support a multicultural and multilingual learning environment.

5. Approval and Review of the Language Policy

The Language Policy of School-Gymnasium No. 153 named after A. Rozybakiev is approved by the school principal’s order following discussions with the teaching staff and the Board of Trustees.

The Policy is subject to review at least once every three years, or in the event of changes in:

• the regulatory and legal framework of the Republic of Kazakhstan;
• the requirements of the International Baccalaureate (IB);
• the structure of the curriculum or the linguistic composition of students.

Those responsible for reviewing the document include the IB programme coordinator, the deputy principal for academic affairs, and the Language Teachers’ Methodological Association.

The Language Policy is a working document aligned with other school policies: the Academic Integrity Policy, the Special Educational Needs Policy, and the Assessment Policy. These policies are reviewed annually in August, when new guidelines and requirements are issued by the Ministry of Education of the Republic of Kazakhstan and the IB. This process includes reflection on the effectiveness of the Policy and review of staff responsibilities. The Policy is shared with the school community and made available in the school’s information centre (library).

6. Resources

To support the implementation of the Language Policy, the school has developed specific resources: libraries, multimedia and online materials, as well as access to curricula and methodological guidelines on language teaching.

Introduction

Inclusive education in the Republic of Kazakhstan is aimed at implementing the principles of equal opportunities for all learners, regardless of their individual characteristics, including students with Special Educational Needs (SEN). The implementation of inclusive education in educational institutions is ensured on the basis of legislation and normative legal acts regulating the field of inclusion.
 
 In the Republic of Kazakhstan, inclusive education is regulated by a number of legislative and regulatory acts aimed at ensuring equal opportunities for the education of children with special educational needs. (Adoption of the Concept of Inclusive Policy in the Republic of Kazakhstan for 2025–2030 – IPS 'Adilet').

1. Aims and Objectives

1.1 Aims:
 – To develop the abilities, personal qualities, and talents of all children;
 – To ensure that all students receive education corresponding to their abilities;
 – To ensure timely and personalized support for all students;
 – To provide teaching at a level that is both sufficiently challenging and enjoyable for learners, while also fostering critical thinking and inquiry skills.
 
 1.2 To train school staff to identify students with Special Educational Needs, including Gifted and Talented learners, and to work with them, as well as to support them in coping with potential social and emotional challenges.

2. Definition of Special Educational Needs (SEN)

2.1 A student is considered to have Special Educational Needs (SEN) if they experience difficulties in acquiring knowledge and skills that prevent them from mastering the curriculum at the same level and pace as their peers, and which require the provision of special educational support.
 
 2.2 A student is considered to experience learning difficulties if they:
 – Have certain learning disabilities,
 – Experience specific difficulties with speech and language,
 – Experience emotional and behavioral challenges,
 – Have physical or medical conditions,
 – Have cognitive developmental challenges.
 
 2.3 Categories of SEN:
 – Mild learning difficulties,
 – Moderate learning difficulties,
 – Severe learning difficulties,
 – Profound and multiple learning difficulties,
 – Language, speech, and communication needs,
 – Social, emotional, and mental health needs,
 – Autism Spectrum Disorders (ASD),
 – Physical disabilities.
 
 2.4 Another category of SEN includes Gifted and Talented learners (G&T).
 
 2.4.1 Learners are considered Gifted and Talented if their abilities significantly exceed the norms for their age. Giftedness can manifest in more than one area: intellectual, creative, artistic, leadership, or specific academic domains such as languages, mathematics, or sciences.
 
 2.4.2 Categories of giftedness:
 – General intellectual ability,
 – Abilities in specific academic domains,
 – Creativity and productive thinking,
 – Psychosocial abilities,
 – Psychomotor abilities,
 – Artistic and performing arts abilities.

3. Identification of SEN and Gifted Learners

3.1 There is no single universal method to identify learners with SEN or Gifted and Talented learners. The school believes that success in this area requires close collaboration among all participants in the educational process.
 
 3.2 Students are continuously assessed throughout the year, and their progress is reviewed each semester together with the Psychological-Pedagogical Support Service (PPSS), homeroom teachers, and parents. These data are used not only to support struggling learners but also to identify Gifted and Talented students.
 
 3.3 Additional methods of identification include:
 – Teacher observations and evaluations,
 – Work of the PPSS team,
 – Consultation with parents,
 – Feedback provided by the learner, peers, or parents.
 
 3.4 If a child is identified as Gifted and Talented, the G&T coordinator informs the parents and explains the reasons as well as possible support measures.
 
 3.5 If concerns arise regarding any aspect of a learner’s development, the teacher or parent must inform the school psychologist. Based on classroom and extracurricular observations, psychological assessments, achievements, and parental input, the child may be referred to the Psychological-Medical-Pedagogical Commission (PMPC).
 
 3.6 Following PMPC evaluation, the learning program and support specialists are determined.
 
 3.7 Such assessments are diagnostic in nature and serve to identify learner needs in order to provide further support.

4. Psychological-Pedagogical Support Services (PPSS)

Specialists working with students with SEN play an essential role in inclusive education. They possess knowledge and skills to support learners with diverse disabilities and needs, ensuring adaptation to the educational process and maximizing potential.

4.1 Special Education Teacher – designs Individualized Education Programs (IEPs), conducts corrective sessions, supports communication skills, and collaborates with subject teachers for inclusion.
 
 4.2 Psychologist – assesses the learner’s emotional and psychological state, consults teachers and parents, develops recommendations for stress management, social skills, and motivation.
 
 4.3 Speech Therapist – supports learners with speech and language difficulties, providing therapy for articulation, reading, writing, and comprehension.
 
 4.4 Social Pedagogue – ensures social integration of learners, helps overcome psychological barriers, and supports adaptation in school and society.
 
 4.5 Teacher Assistant – supports SEN learners during lessons, helps with organization, independent work, and adaptation to the curriculum.
 
 4.6 Subject Teachers – play a central role in adapting content, using differentiated approaches, and fostering an inclusive classroom environment.

5. Educational Programs and Approaches for SEN Learners

5.1 Provision for Students with Special Educational Needs in Formative and Summative Assessment

The school is committed to ensuring equitable access to formative and summative assessment for all students, including those with special educational needs (SEN), in line with the requirements and recommendations of the International Baccalaureate (IB, Access and Inclusion Policy). Any approved access arrangements are designed to remove barriers to learning without altering the academic standards or expectations of the programme.

5.1.2. Principles

• Assessment is conducted in accordance with the established IB criteria and programme standards, without lowering academic requirements.
• Individual access arrangements (accommodations) are provided to guarantee equal opportunities for students to demonstrate their knowledge and skills.
• Support measures must not confer an unfair advantage over other students and must uphold academic integrity.

5.1.3. Permissible Forms of Access Arrangements

• Extended time for assessment tasks;
• Use of assistive technologies (e.g., computer, screen reader software);
• Adapted materials (e.g., large print, simplified layout of instructions);
• Alternative response formats (oral or written), where the response mode is not an essential component of the assessment criterion;
• Special assessment conditions (quiet room, supervised breaks, etc.).

5.1.4. Academic Integrity

• All access arrangements are subject to approval in line with IB regulations and must be documented in the student’s individual education plan.
• Access arrangements do not modify the content of assessment tasks or diminish the required learning outcomes.
• Teachers and examiners receive regular training to ensure the consistent and appropriate application of accommodations in alignment with IB expectations.

5.1.5. School Responsibilities

The school undertakes to:

• document all approved access arrangements in compliance with IB regulations;
• inform parents/guardians and students of the principles and procedures governing access arrangements;
• monitor the effectiveness of the accommodations provided and ensure their consistent alignment with the principles of academic honesty.

• Conducted in accordance with the requirements of the Ministry of Education and national curriculum standards.
• Results are used to confirm completion of the compulsory programme, progression to the next grade level, and the awarding of national certificates/diplomas.
• The forms and criteria of national assessment are determined by national educational authorities and are mandatory for all students.

2. IB Assessment

• Carried out in line with the requirements of the International Baccalaureate and the school’s internal regulations.
• Includes formative and summative assessment, as well as internal and external IB assessments and examinations 
• Results are intended to determine the level of achievement of IB programme objectives and are used for the awarding of international qualifications 
• IB assessment criteria are criterion-related, internationally consistent, and independent of national standards.

4. Principle of Separation

• National and IB assessments do not replace one another, but may complement each other within the overall educational process.
• Students and parents/guardians are informed about the differences in aims, procedures, and assessment criteria of each framework.
• The school ensures transparency and a clear separation of requirements in order to avoid duplication, maintain fairness, and uphold academic integrity.

Types of assessment

This document represents the basic agreements reached by all teachers and staff of School-Gymnasium №153 regarding the assessment procedures that all colleagues must follow in relation to the official/formal assessment of students in Middle school - (Grades 5-9).

Assessment is the process of relating actual learning outcomes achieved by students to expected learning outcomes based on established criteria;

Pre-assessment

All teachers assess students’ prior knowledge and experience before beginning a new learning experience.

Formative assessment (FA)
 Conducted during the learning process to monitor student understanding and adjust teaching. It affects the final grade but helps students improve their performance.

Formative assessment is recorded in bilimclass.kz using a 10-point system, which is shown in the following table:

Summative Assessment (SA):

Summative Assessment for Unit (SAU): Conducted after completing a specific topic or unit.

Summative Assessment for Term (SAT): Conducted at the end of the term and affects the final grade.

Final Grade for the term:

The final grade is based on the results of all summative assessments during the term. It is calculated using a special formula that takes into account the results of summative and formative assessment: 

50% is the grade for SAT

25% is for SAU

25% is formative assessment.

The maximum score for Formative Assessment (FA) is 10.

Grade conversion scale for grades 2-11

• In the 1st grade, students' academic achievements are not assessed
• The form (test, practical or creative work, project, essay, dictation, presentation, composition, etc.) and time spent in the lesson for completing the SAU are determined by the teacher independently.
• The maximum score for the SAU is no less than 7 and no more than 15 points in grades 1-4, no less than 7 and no more than 20 points in grades 5-11(12).
• With an academic load of 1 hour per week, SAU is conducted no more than twice per term, with sections of the curriculum combined as necessary. A final grade is assigned at the end of the semester, reflecting the cumulative performance of the student.
• No more than three SAT are held in one day, taking into account the level of difficulty of the subjects. SATs are not held on the last day of the end of the term. SAU and SAT for one subject are not held at the same time on the same day.
• When assessing students with special educational needs, the teacher employs differentiated and/or individualized assignments and adjusts the assessment criteria to accommodate the student's unique abilities and needs. This approach is also applied when implementing individualized educational programs.
• SAU and SAT are not conducted in the subjects of "Art" "Music," and "Physical Education." At the end of the quarter, semester, or academic year, students in these subjects receive a "pass" or "fail" grade based on their overall performance and participation.
• In the absence of SAU and SAT results, the student will temporarily not be certified until the required assessments are completed.
• Information on the results of the summative assessment is provided to students, parents or other legal representatives in paper or electronic format.
• The annual grade for subjects for students in grades 2-11 (12) is set as the arithmetic mean of the sum of term grades rounded to the nearest whole number and it is the final grade.

IB Formative assessment: 

In the IB Middle Years Programme (MYP), formative assessment is not graded using points or percentages. Instead, it is used as an ongoing process to provide feedback and guide student learning and progress toward meeting the assessment criteria.

When providing feedback, the teacher is recommended to:

- note the strengths of the student's work;

- avoid the words "wrong", "incorrect" without explaining what was done incorrectly;

- give recommendations on how to correct shortcomings or improve the student's work;

- exclude the use of negative comments, including irony, ridicule of the student's answer, for example, "stupid answer", "how could you think of that".

Thus, the assessment system in our school is aimed at ensuring the most objective and transparent assessment of academic achievements, creating conditions for the growth and 

self-improvement of each student, as well as supporting all participants in the educational process in their quest for quality learning and development.

IB Assessment

IB Summative assessment:

Summative Assessment in the IB MYP refers to evaluations conducted at the end of a unit, semester, or course to measure student learning and determine their achievement in relation to predefined criteria. These assessments are designed to gauge students' understanding, skills, and knowledge acquired during the learning process. In the MYP, summative assessments are criterion-related, meaning students are assessed against specific learning objectives rather than in comparison to their peers. Examples of summative assessments include final projects, presentations, written tests, or performances that provide an overall picture of student progress and achievement.

Recording assessment data

Teachers have a responsibility to document assessment data on all their students. During the course of MYP units, teachers will need to record assessment data using appropriate technology to support the determination of an achievement level. Teachers will need to take all the data into account when determining a summative achievement level for a student in each criterion. Summative assessment data must be recorded as an achievement level as described within a criterion.

Awarding the final grade (1-7)

The final grade is the total of levels for each criterion reflecting realistic level of student’s achievements. 

Using criteria approach teachers carry out the summative assessment during the academic year. Academic year consists 34 academic weeks and is divided into two semesters. Awarding the final grade takes place in the end of academic year.

During each semester teachers develop assessment tasks considering the key concept of the unit, observing students’ achievements on each criterion upon the results of assessment and registering them in appropriate document (assessment list). 

            When awarding the final grade every teacher   follows  the IB/MYP requirements: make judgments on the various tasks, determine the single most appropriate level for each criterion (where the judgments for a criterion differ, the teacher must decide which level best represents the student’s final standard of achievement), then final levels for each criterion are added together to give a final criterion levels total for the subject for each student. All MYP subject teachers    use the prescribed MYP 1-7 scale grade boundaries (MYP: From Principles into Practice, page).  

Procedure of reporting

The system and process of reporting in the college is logical completion of planning, teaching and assessment process.   

For the reporting information about students’ achievements we developed the formats of reports: Progress Report Cards and Final Report Cards. 

 Progress Report Cards are completed by subject-teachers and students at the end of each semester and are sent to parents.

Assessment of the Personal Projects in MYP

In the final year of the programme, each MYP student must develop a personal project independently, which the IB externally validates. Producing a truly personal and creative piece of work over an extended period stands as a summative review of their ability to conduct independent work.

Elements of the personal project

The personal project formally assesses students’ approaches to learning (ATL) skills for self-management, research, communication, critical and creative thinking, and collaboration.

The project is made up of a process, a product and a reflective report.

1. process —ideas, criteria, developments, challenges, plans, research, possible solutions and progress reports
2. product or outcome—evidence of tangible or intangible results: what the student was aiming to achieve or create
3. report—an account of the project and its impact, to a structure that follows the assessment criteria. The report describes both the process of creating the project and an evaluation of the impact of the process on the student or their learning.

Assessment for the MYP personal project is criterion-related, based on three equally weighted assessment criteria.

The relationship between assessment criteria, objectives and marks

In the MYP, objectives correspond to assessment criteria. Each criterion has eight possible achievement levels (1–8), divided into four bands that generally represent limited (1–2); adequate (3–4); substantial (5–6); and excellent (7–8) performance. Each strand within each band has its own unique descriptor that teachers use to make “best-fit” judgments about students’ progress and achievement.

 This guide provides the required assessment criteria for the personal project developed in year 5 of the MYP. Schools must use the appropriate assessment criteria as published in this guide to report students’ final achievement in the programme. 

The personal project coordinators and supervisors clarify the expectations for the MYP personal project with direct reference to the assessment criteria. Reference to the command terms and their definitions will help coordinators and supervisors to explain clearly what

• This academic honesty Policy in the State Enterprise on the Right of Economic Management “School-Gymnasium №153 named after A. Rozybakiyev” has been developed in accordance with the Law of the Republic of Kazakhstan dated July 27, 2007 No. 319-III “On Education” (with amendments and additions as of March 15, 2025), the requirements of the International Baccalaureate Organization and the Charter of the School.

4. Rights of Teaching Staff and Equivalent Roles:

• Teaching staff and those in equivalent positions have the right to:
  1. Confiscate any materials (e.g., crib sheets, phones, tablets, e-books, smartwatches) that are involved in rule violations and hand them over to the administration for further investigation.

5. Responsibilities of Teaching Staff and Equivalent Roles:

• Teaching staff must:
  1. Provide informational support to parents about the Rules and regulations.
  2. Assist students in finding reliable sources for their work.
  3. Educate students on the proper way to cite sources and format their bibliographies according to academic standards.
  4. Guide students in registering their projects in paper, electronic, and digital forms, ensuring all authors are credited.
  5. Encourage students to freely share their views during the learning process.
  6. Conduct awareness sessions with students on academic integrity prior to assessment work.
  7. Take preventive measures to avoid rule violations.
  8. Keep a record of any violations of these Rules.
  9. Notify the school administration and the students' parents or legal representatives about each violation.

Definition of academic honesty:  

Valuing the contributions and thoughts of others. When using or referencing someone else's ideas or creations, it is essential to provide proper credit and acknowledgment.

School gymnasium 153 defines the following types of violations of academic honesty:

1. Plagiarism

• Definition: The act of using someone else’s ideas, words, or work without giving proper credit.

Ø  Examples:

• Copying and pasting content from a website or book without citation.
• Paraphrasing someone else’s work without acknowledgment.
• Using another student's paper or project as your own.

2. Cheating

• Definition: Using unauthorized resources, assistance, or information during exams or assignments.

Ø  Examples:

• Bringing in cheat sheets or notes during an exam.
• Looking at another student's paper during a test.
• Using a phone or electronic device to look up answers during an exam.

3. Fabrication

• Definition: The creation or falsification of information or data that is presented as legitimate.

Ø  Examples:

• Inventing data or research findings in an experiment or paper.
• Reporting false or manipulated survey results.
• Making up references or sources that do not exist.

4. Self-Plagiarism

• Definition: Reusing one’s own previously submitted work without permission or proper citation.

Ø  Examples:

• Submitting a paper written for a previous course as if it were new.
• Using parts of a paper from a past assignment in a current one without acknowledgment.

5. Ghostwriting

• Definition: Having someone else write an academic paper or assignment on your behalf and submitting it as your own work.

Ø  Examples:

• Hiring someone to write an essay or thesis.
• Submitting a paper that was written by someone else but not giving them credit.

6. Collusion

• Definition: Collaborating with others in a way that is not allowed by the instructor or institution, typically leading to the submission of joint work as individual effort.

Ø  Examples:

• Sharing answers or work with other students during an exam or assignment when collaboration is not allowed.
• Working together on an individual assignment in a way that violates the rules.

7. Unauthorized Assistance

• Definition: Receiving or providing help that goes against the guidelines set for a particular assignment or exam.

Ø  Examples:

• Getting help from a tutor, friend, or online source during an exam when it is prohibited.
• Using online homework help services during an exam or when completing assignments that must be done independently.

8. Falsification of Academic Credentials

• Definition: Providing false information about one’s academic record or achievements.

Ø  Examples:

• Altering transcripts or test scores.
• Lying about educational qualifications or work experience on resumes or applications.

9. Violation of Exam Conditions

• Definition: Breaking rules during an exam or other formal assessments.

Ø  Examples:

• Using banned devices like cell phones, smartwatches, or unauthorized calculators.
• Leaving the exam room with a test paper or sharing test content with others after the exam.

Disciplinary measures and procedure

In case of detection of academic dishonesty administration of School –gymnasium 153 undertakes to accept the following measures: 

In case of detection of academic dishonesty both (meaning ACCIDENTAL – unsystematic – violation): 

• The teacher cancels the work of all students who have been found in violation of the provisions of the Policy. 
• Each of the students found in violation of the provisions of the Policy is invited to an individual conversation with the teacher in order to prevent such behavior in the future. 
• All students have the right to retake the work that was canceled at the time appointed by the teacher. 
•  The teacher makes a record of the fact and nature of the violation and notifies the IB coordinator. 
• Two-way equal punishment. Applying a penalty, such as dropping a score, to a student who helped in corruption.

In case of systematic violation of the Academic Honesty Policy (three or more cases identified by the teacher or administration):

• The teacher cancels the work of all students who have been found in violation of the provisions of the Academic Honesty Policy.
• The subject teacher draws up an act of violation (appendix 1) of the rules. The act, including the evidence of violation and copies of the student's work are handed over to the class teacher. 
• The class teacher writes about the violation to the student's parents or other legal representative, notifies and transfers all documents to the Disciplinary Committee.
• The Disciplinary Committee makes the decision.

In case of a permanent and prolonged violation of the Academic Honesty Policy, the administration of School-Gymnasium №153 reserves the right to apply other disciplinary measures according to the rules of Disciplinary Policy up to expulsion from school. Each specific case of blatant violation of the Policy is dealt with by a specially created commission consisting of the director of school, the MYP coordinator, the heads of subject areas and the teacher.

Referencing and Use of Sources

The school recognizes that the honest and correct use of sources is a fundamental element of academic integrity and a mandatory requirement of the International Baccalaureate. Any idea taken from an external source (books, articles, websites, interviews, images, charts, etc.) must be properly acknowledged by citing the author and source.

1. Principles of Referencing

• All borrowed material, whether directly quoted or paraphrased, must be accompanied by an in-text citation.
• School uses MLA style of citing throughout all student’s work.
• Failure to acknowledge sources constitutes plagiarism and violates academic integrity.
